Cork's comments come after Pakistan were handed over a 228-run defeat by the archrivals India and then also failed to make it to the final of the Asia Cup as they were edged out by Sri Lanka in a nail-biting contest.
The Super Four contest between the tournament co-hosts had effectively become a semi-finals after both lost to India.
"Pakistan are just looking discombobulated. You look at them, it looks like they have no chance at the World Cup, but we can never write them off," Cork said while speaking to Sky Sports [as quoted by Cricket Pakistan].
According to Cork, India look the favorites to lift the World Cup, which starts October 5.
"India looks the strongest while Pakistan don't, but we can't write them off," he added.
