Introduction
Commonwealth Scholarship 2027-28 for Pakistani and AJK students: deadline, HAT score, eligibility, benefits and application steps.
The Commonwealth Scholarship Programme 2027-28 is currently one of the most important fully funded opportunities for Pakistani students who want to study a full-time Master’s or PhD in the United Kingdom. Pakistan’s Higher Education Commission is the national nominating agency, but applicants must complete both the Commonwealth Scholarship Commission application and the HEC application.

Application opening date and last date
The HEC scholarship portal for this cycle became active on 8 September 2026. The closing date for both the Commonwealth online application and the HEC application is 20 October 2026 at 4:00 PM Pakistan Standard Time. The CSC lists the equivalent closing time as 16:00 BST. Because the deadline is close, applicants should submit early and keep proof of submission from both portals.
Who can apply?
- Pakistani or AJK nationals who are permanent residents of Pakistan or AJK may apply; dual nationals are not eligible under the HEC criteria.
- There is no upper age limit listed by HEC for this cycle.
- Master’s applicants should hold a first-division 16-year Bachelor’s degree in the relevant field by the start of the programme.
- PhD applicants should hold a first-division 17- or 18-year Master’s, MS or MPhil degree in the relevant field.
- Applicants should not have a second or third division in the terminal degree.
- A valid HAT score of at least 60 out of 100 is required. HEC accepts the relevant HAT categories, not the HAT used for ordinary national university admissions.
What does the scholarship cover?
The Commonwealth Master’s Scholarship normally covers approved tuition fees, an approved return airfare, visa-related support, a monthly living allowance and a study travel grant. The CSC currently lists a stipend of £1,712 per month, or £2,000 per month for universities in the London metropolitan area. Additional support may apply in specific personal circumstances, but applicants should not assume that every family expense will be covered.
Study themes and selection
The 2027-28 programme is linked to development themes including science and technology, health systems, innovation and entrepreneurship, peace and governance, resilience, and access and inclusion. A strong application should explain the development problem the applicant wants to address, why the selected UK course is relevant and how the knowledge will benefit Pakistan after graduation. HEC nomination does not guarantee the final CSC award.
How to apply from Pakistan
- Update your HEC profile and confirm your email, mobile number and academic record.
- Submit the online Commonwealth application through the CSC portal for the correct Master’s or PhD route.
- Submit the separate HEC application by selecting Learning Opportunities Abroad on the HEC portal.
- Upload the HAT result and supporting information exactly as requested.
- Download and keep both submitted applications and monitor official email accounts.
Important: A saved or incomplete HEC form is not accepted. Do not send hard copies unless HEC specifically asks for them. Female applicants are encouraged to apply, and HEC has stated a minimum female nomination ratio for this programme.
